People’s Initiated Referendum

In 2015, the business case for the proposed CBF provided questionable economic justification for what would be the largest and most expensive infrastructure project undertaken in Caymanian history. The EIA included socio-economic and environmental impacts, including damage to the area’s coral reefs, such as Eden Rock and Soto’s Reef.

On 27 August 2018 a petition to trigger a People Initiated Referendum (PIR) on the proposed CBF was launched. Nine months later, our petition was submitted to the Government after gaining the constitutionally-required 25% of registered voters in support.

In September 2019, the elections office confirmed that the PIR submitted by CPR Cayman had been fully verified following an intense exercise of reconfirming each signature. This led to the then government announcing a referendum to be held on 19 December 2019. A Judicial Review successfully challenged the fairness of the referendum legislation and process in January/February 2020. In July 2020 the then government announced that the project was “dead”, along with the PIR.

The Covid-19 pandemic in 2020 clearly demonstrated the inherent risks and volatility of the cruise line industry and the need for Cayman to strike a careful balance in developing a sustainable cruise tourism sector. The PACT Government of 2021-2023 pursued a ‘quality over quantity’ cruise tourism policy.

However, in July 2024 the UPM government announced plans for a Government Initiated Referendum (‘GIR’) and on 6 February 2025 Parliament approved 3 referendum questions will be held at the 30 April 2025 general election, including “Should the Cayman Islands develop cruise berthing infrastructure?”.
